Franklin Village Budget Meeting November 18, 2020

FINANCIALS:  Jay showed the village’s budget for 2020, which included information on the water leak which cost $2K or 3K in water bills but over $20K to fix.

Pest Control: We did not pay for inspections this year but we did pay for 2 remediations, so we’re about $1K over budget.

Maintenance: We had 2 or 3 water problems in the beginning of the year along with the water leak mentioned above.

Alarm Update:  Back in January and February we found out that everyone had to update their alarm system due to FIOS. We were the first village to do it, however it wasn’t in the budget so we were over budget $5K.

Power Washing:  We were going to power wash homes only but ended up doing the homes, garages and walkways so we were over budget.

We were about $14K over budget. The above items are the reason for being over budget.  We knew back in March or April we would have this problem so we came up with an assessment in April which was due in July. The assessment was $300 for homes which came to $26K.  This left us with a surplus of $11K.

Budget:  Fixed expenses were mostly the same as last year.  There were some increases from vendors. We are still budgeting $30K for snow.

The Master Association gave us an increase of $5 per month per home, which is a $15 quarterly increase. Our insurance went up and Management went up slightly but the new amount is good for 3 years.

Power Washing won’t be done next year. Pest Control will be done in 2021. Pool expense remains about the same. Landscaping was increased due to a number of trees that had to come down. Gutter Cleaning is done twice a year, $2K. So in essence, our expenses will go up about $10K and the village fee will go up $15 a quarter for a total increase of $30 per quarter, including the MA increase.

Reserves: Our reserve fund is $596,000 and by the time we get to 2025 we will be well over $1M. The roofs will be done sometime between 2025 and 2028.  Brighton was recently assessed $5K for their roofs. We have one of the lesser quarterly fees, at $1680.  A lot of people want to know how much of that amount goes to the Master Association.  The total we pay is $191 a month or $575 a quarter, 34% of our quarterly assessment of $1680 for 2021.   34% of the MA’s budget goes to telecommunications, phone, internet and cable, as per the contract we have with Verizon. A lot of people moving into Hershey’s Mill say that their reasons are the grounds, the maintenance, and the openness of villages. The grounds maintenance is $461K and #2 Security, $627K.

Upgrades:  Elevator up and running to all 3 floors.

Technology Committee:  They have secured the PECO energy audit for us for free.  You get light bulbs and power strips from PECO. Kanes are updating our dot.com marketing page and our dot.org web page. One of the things we will be able to do is set up our own village web page and not have to pay for it.

Pipeline:  They are done in front of the shopping center.  The MA is going to get the parking lot back to the way it was without the top 2 rows cut off.

The Adelphia pipeline was on hold for some issues but it will start to work again.  No drilling or digging will be done by us. They are merely changing the direction of the product movement.

No open houses until further notice.  There are only 10 homes available right now.

MA has been circulating the COVID updates from the governor. The new issues that came out a couple of days ago will be implemented soon.

PECO outages: We had another outage and the MA was in touch with PECO.  Some of it was due to trees and some due to transformers. 2 weeks ago they were working on both the lines and transformers on Greenhill.

If you drive past Devonshire you will see the new road there. It’s an emergency road from Cornwallis which had only one access. It won’t be used except for emergencies.

Painting and paving: The West Gate and North Gate are done. The Community Center parking has been re-configured and a number of additional spots added. The speed bump on Mill Rd. is going to be enlarged,

Tech Group has had a number of calls about phone scams.

Sports Group: They may be moving the 2 bocce courts to the grass area by the shuffleboard courts, adding a 3rd bocce court and moving the shuffleboard courts to grass area near the wood shop. They are also adding a fire pit and outdoor bathroom.

Community Center:  They are contemplating a 2 story addition on the library side to add more rooms for meetings, pool, ping pong, Pilates, yoga, a cash bar area and a fitness center. It is in the preliminary stages right now. Funding will come from the CIF funds – when someone purchases a home here there is an entrance fee of $1650 and it will now be $1680 for Franklin and the MA gets $2280 in their CIF fund.

That money will finance the Community Center for the people who moved here in the last few years and those moving in here in the future. They are talking about taking out a ten year mortgage. They get $2280 for every new sale and they budget for 80 sales a year for $182K. Since this started in 2014, every year has averaged at least 110 homes for sale. So they are pulling in 250K. There is currently $350,478 in the CIF fund and that is what they are using the for the CS addition. On a monthly basis, if they were to borrow 2M they estimate the monthly bill would be about 11K and they are pulling in $15K.  There would be plenty to pay off the loan and have a surplus. The drawings aren’t done yet but they wanted more work on the fitness center. About 3000 SF would be added n each floor. It would take out some of the parking, so they would get additional parking by cutting into the hill by Sullivan House. They wouldn’t lose any parking spots.

This is pretty preliminary. They just approved the architect and we’ll be getting some schematics in a month or two. This is a project that will not be built if the presidents don’t approve it. If they feel that any of the money going to this project would have to be charged to the quarterlies it won’t be built. They are very adamant that they can get this done without affecting any fees that we pay the MA.

Upcoming:  Gutter cleaning will be done in late fall, when most of the leaves are down. We get mulched every other year and we are due in 2021. Termite testing is paid for by the village every other year. If remediation is needed, the village pays for that. We didn’t pay for testing this year but we did pay for 2 remediations. Franklin Security boxes have been updated.  The new ones in the future will be wireless and less maintenance.

Signs:  Some of the villages have upgraded their signs. We thought we should upgrade ours, but we found that Eaton got 2 new signs and they were $5400. Since we need 3 signs, it would cost over 7K.  Dom and I looked at all the signs. Dom is a former paint company owner. We think we will upgrade our signs, taking them down, sanding them,  cleaning them and repainting them in the HM colors of red and gold. The one sign on Mill by the North Gate will be moved about 20 feet south so it can be seen by people entering from the gate.

Homes for sales:  None are currently for sale in FV but we do know that 525, a Donegal will be up for sale soon. In the entire Mill there are only 10 houses for sale, prices are going up. A Marlboro in Eaton just sold for $550K.

Social Committee:  Plans all our events. Hopefully, we will be able to look forward to better days. We had an Ice Cream Social and an Oktoberfest and Bocce on Thursday. We still do not have a chair person but we have some new people on the committee.  We are talking about the possibility of having an event in the spring. We had to cancel our yearly Holiday Party. Social Committee members:  Peggy Covatto, Mary Ann DiNunzio, Louise Harter, Carolyn Hinckin, Lynn Kocher, Kathy Kroos, Martha Marshalak, Linda Tordone, Jackie Welle and Hope Wood. Many of them are new residents. We could use a few more people on our committee. If you are interested, please contact any of the people list.

FV Volunteers – We have always been one of the better villages in the Mill due to our residents volunteering for committees.

Pool:  The pool is closed unless you feel like ice skating. It was a disappointing turnout this summer, due to health worries. The exercise classes took place in spite of small turnout. The new pool cover was not delivered. They re-installed the old cover, patching it up so it survives the winter. We have not paid them for the new cover and won’t until it’s installed. The water at the pool is now turned off. The pool cost to residents is about $20 a quarter. If you don’t use the pool, you may still attend the social events held there.

Communications:  About 14 people are still not receiving the HM Technology emails so Judy is sending them out to these people individually and trying to get them posted on HMTV.

Architectural: We’re doing well trying to get the village to the point that our decks and patios, etc look the same. Again, anything done to the outside of your unit, front or back needs an architectural request form to be submitted to the committee.

Landscaping: We cancelled our walk-around due to the virus. We took down 12 trees, removing the stumps and putting down grass and mulch. We had 2 large trees come down at the end of summer, so we were just slightly over budget.  We met with Chris Morris, who replaced Mike Neale. Mike left rather abruptly, so Chris is not up to par on what is waiting to be done. They will be trimming some of our shrubs that are growing up above windows. If they don’t get this done, we will expect a credit towards our spring work.

Decorations:  Michelle Cohen put up the Halloween decorations with the help of Peg Wolcken. We got a nice response to our request for donations. I have already restrung 5 wreaths and bought lights for the snowman. I put lights on the trees on Chandler because of the nice weather. We have 3 volunteers right now.  We are going to spread the decorations around so people don’t have to go in Anne Fussell’s garage to get them. We will get some nice greens for the sleigh. There’s about $135 left for spring decorations. We have no committee, just volunteers. It would be nice to have a committee to meet and decide about decorations for the different yearly holidays. Welcome:  We are up to date with one house remaining to be visited.

Michael Pincus:  Mike has handled the update of the rules for 2020 and reviewed the bylaws, covenants, easements. They were filed with the county.

Issues: Some people have had problems with rubber washer hoses.  They should be replaced with metal enforce ones. They are not expensive and they last forever. Rubber hoses wear out and can leak. If you leave your unit for any length of time, please turn off your hot water heater. Water heaters should be replaced every 10 years. Set light timers and let Security know.

If you have not removed your annuals, please do so before winter and cut back your perennials. If you have hoses outside and there is water in them, they will freeze up and burst. If you have an exterior bulb on your garage or one on the roadway that is unlit, please contact Rich Jurgan for replacement.

If you have a bathroom in the basement, flush it once a week. We had about $3K in extra water bills due to a leaking toilet in a basement.

If you have to leave home early during snow, you can obtain snow melt from the trash bin at 598, just bring a container and shovel or scooper.

Walking Trail:  Judy Jurgan attended the MA meeting in my absence. The MA wants to finish the portion of the trail behind Franklin. From our legal counsel we learned that the MA can approve this without a village vote. We turned them down twice. They are pressing us again, sending out a blog to all presidents from Glenwood regarding our reluctance to approve. The insurance committee is recommending a walkway for safety. I had some comments from a few presidents who already approved it. The pressure is on.

Some points against: The walking trail is miles long and there is more than 1 trail in the Mill, it doesn’t make sense that we need one to go all the way around.  (Over 5 miles)

Walkers that are currently walking through Franklin Way would use the trail behind Franklin:  probably not.

Walkers from Eaton, Kennett and Springton would walk up the hill to the new trail to get to the big pond, probably not.

Walkers that walk in through Franklin now would be safer with 24 feet wide streets than a six ft. trail, Yes

People passing each other on the 6 foot trail would still walk in the street to get by – probably.

Princeton folks currently walking through Franklin Way would switch to the walking trail.  Probably not.

The screening provided for Franklin would save the village money.  Probably

Would the screening provide more privacy for those on Chandler than currently exists. Yes

Are there residents on Chandler who do not object to the walking trail. Yes but they are in the minority.

Would striping a 6 foot walking trail on Franklin Way save our village and the MA $100K.  probably

The new proposal is to increase the width of Chandler from 26 to 33 feet wide, which they say they are allowed a 33 feet width on Chandler and that, technically they have a 3 foot easement on each side of the street. So they could take 3 feet from Franklin and 3 feet from Glenwood and establish a 6 foot walking trail on the Franklin side for walkers.  They would provide striping for safety. They would not provide any screening for Franklin.

Council has discussed this.  This will not happen this year because asphalt companies close down for the winter. We are waiting to see the legal document stating they have the right to do this.

“Discussions” ensued but there was no resolution or agreement.

Winter Preparations

Winter Prep

Be prepared for icy areas on stoops and walkways.

HML will apply Salt to the roadway. They will shovel the walkways and then apply Ice Melt only to the concrete.

If additional Ice Melt is necessary Residents should be prepared. Care must be taken not to put ANY Rock Salt or similar products on the concrete since they are relatively new.

The Village supplies Ice Melt, which is the ONLY acceptable product to apply on our concrete surfaces.  There is a bucket of Ice Melt in the recycle bin at 598. You must bring your own container and remember to put the lid back on the supply can so it doesn’t harden up.   Please use a sufficient amount of Ice Melt to keep your walkway safe by spreading it evenly. Avoid dropping small piles of Ice Melt along the walkway as this could be damaging to the concrete.  Keep a small container of Ice Melt at your front door so it is available to you for the times when Icy conditions may arise.

All residents with an awning covering their patio or deck MUST have their awnings removed by December 1st of the year.  If the awning is severely dirty it must be cleaned or replaced before re-installing it in the spring.

A reminder also to shut off your outside water valves and drain the pipes so it doesn’t freeze and burst.

Christmas Decorating Time – November 28, 2020

It’s that time of year!
Saturday Nov 28th @ 11 am and meet near the pool parking area.
We are going to do it a little different this year due to Covid.
Michelle will need 3 volunteers at 10am, at this stage we will put all the decorations at each location.  This way no one will be in Anne’s garage.
At 11am when the volunteers come, we can send them to different locations to string lights, put up wreaths etc.
I would also like to thank those that have sent in donations to help keep our decorations working.
We have restrung 5 wreaths, replaced lights in one small snowman and collected other supplies to make our greens arrangement in the sleigh.

FAQ/Things You Need to Know

  • Reporting an Issue….for an issue that you believe is the Village responsibility, contact our Property Management company, CSK to report.  Best option (creates a paper trail) is to email info@cskmgmt.com and put your house number and issue (e.g., 121 Franklin Village – Roof leak – your name) on the email subject line.     Describe the issue. Include your phone number.  Photos always welcome.    Option 2 is to call their office.  Ph: 610-337-3500
  • Alarm – house security/smoke alarm. HM Security will contact CSK and Council if a residents smoke/security alarm system isn’t working properly. Repairs are the responsibility of the homeowner. First step – – call HM Security 610.436.6403 and ask if they can run a test.  Many times a problem will resolve itself with that test.   West Chester Security, Matt Ratliff at 610.399-7986 can come to your house and repair.   • Ground cover – Ground cover that grows up to and around shrubs and trees, has to be removed at least 2 feet from the roots of the shrubs/trees. Leaving them in place will result in the strangling of the existing trees and plants. This is the responsibility of the unit owners.  Replacement of any plants that die as a result of ground cover will not be paid for by the Village.  All annuals should be pulled out and all perennials cutback in the fall.

  • Insurance – Purchase a Condominium Unit Owners Policy (HO-6) to cover the building, personal contents, liability and loss of use. You can request your HO-6 policy cover the Association Property Deductible too (This coverage is called “Loss Assessment” and is very inexpensive (ranging from $0-$50 per year).  The association policy only provides coverage for damage to the building and unit that exceeds the association property deductible (currently $10,000). Therefore, each unit owner must have enough building coverage on their own HO-6 insurance policy to cover at least $10,000 of damage to their building/unit. Sewer back-up coverage should also be requested.  (Reminder, some of the items owners are responsible for include: 1) screened in porch 2) windows 3) doors.  Summary: The key component to the coverage is that the Village policy does not kick in until the first $10,000 dollars of deductibles is exhausted. Once the deductible is met the master policy becomes primary for all covered losses to the exterior and interior of the units, except for personal property and back up of sewers and drains into the units. Personal contents include your clothes, furniture, stereo, television, etc., This coverage should be provided with replacement cost coverage. Certain items such as jewelry, silver, etc. should be discussed with your condo agent and properly scheduled on your policy. Personal liability coverage is also included in your HO-6, review with your insurance agent to make sure limits of coverage are adequate. If any residents have any concerns, contact your insurance agent.

Franklin Village Council Meeting – 11/9/20

  • Walking Trail: The MA is claiming eminent domain for 3 feet on each side of Chandler on the Franklin and Princeton side, which they want to use to make walking lanes. We are looking into this.
  • PECO – They are doing work on Greenhill, trimming more trees etc. to prevent outages.
  • PIPELINE: They are going to remove the orange barriers and open up the back lanes of the shopping center. They have removed the silt pot in front of the shopping center on Boot Road.
  • Finance: There will be a $30 increase in the quarterly fee, $15 for the Master Association and $15 for Franklin due to increases from some of our vendors. A vote was taken to approve the budget and it was approved.
  • Landscaping: We are slightly over budget due to trees coming down. HLM hasn’t finished trimming in our village and they haven’t done the rhododendrons. They should have been trimmed in the spring. Mike suggested a meeting with Chris Morris. Eric Golden is his boss and then Ed McFalls is above Eric. If they don’t finish our trimming, do we get a credit?
  • Welcome Committee: Everyone has been visited except for the McCullough’s, but they have been provided with Village Rules and their welcome packet has been delivered to them.
  • Pool Committee: The new pool cover hasn’t been delivered yet. Dom told CSK not to pay for the cover until it’s received.
  • New Business: Last year we had 3 or 4 stack pipe leaks. There is a sleeve around the pipe that seals it and a few have cracked causing leaks. Janet recommended we wait to see if there are any more before having Leroy check all the collars.
  • Signs: Some villages have revamped their signs. We are looking into following suit. Jay said we have money set aside for signage. We can discuss this at the next meeting. Springton’s sign is very attractive. Dom volunteered to paint the signs once colors are decided.
  • AGENDA: Jack previewed the agenda for the Budget Meeting next week.
  • Scheduled for 2021: Gutter cleaning, mulch, termite testing.
  • No homes currently for sale in Franklin.

Franklin Village Council Meeting 10/12/20

Meeting called to order at 5PM.  In Attendance:  Jack Keeley, Jay Harter, Dom Aleardi, Jay Harter, Michael Pincus, Judy Jurgan and Janet Burgess

Reading of the September minutes was waived but there was an addendum added.

MASTER ASSOCIATION

  • Addendum to September meeting notes: The Community Center renovation will include a fitness center
  • No outsiders are permitted to take part in any HM activities or events due to COVID.
  • They are completing the curbing work on Mill Road. They are repairing Mill Rd. and preparing to pave it.
  • The study done on fixing the sewer system cost $35K and repairs to eliminate the odor will cost $40K.
  • The Adelphia pipeline is on hold. They are not converting it to natural gas.
  • Landscaping is done in front of Giant at the Sunoco Pipeline site. The area in front of Wellington was only planted with grass.
  • The plans for the Community Center addition are moving along.  No one has seen the officials drawings yet. They are meeting with E. Goshen Twp. to see if there would be any issues if the plans are approved by the MA. They are also looking at geothermal and solar for heat and air conditioning to see how that works out.  They have to reconfigure the parking. They came up with some additional spots up by cutting additional parking spots out of the hill by Sullivan House to replace the ones lost by the addition.
  • They are cutting through the woods in Devonshire to provide an entrance to Cornwallis for emergency vehicles. Franklin Village is still being approached regarding the walking trail. Paoli Auxiliary has become involved.
  • It was suggested by a council member that if they want to put in a walking trail, it should put it on the other side of Chandler,
  • It would not affect the privacy of the homes since they are on a hill. It would cost $50K more but they have been improving a lot of other areas (roadwork, elevator in the CS, extending the Community Center, so this would be another improvement.

FRANKLIN VILLAGE

Financials:

  • We are still looking at a $10K surplus this year which will make up for tree removal costs. Several more trees came down but Jay advised there is $4K to $5K budgeted for snow and if there is no snow prior to 1/1/21, that money will cover the downed trees.
  • Jay hasn’t been informed of the auditor’s fee for next year.
  • We are scheduled for pest control next year. Janet will obtain their fee.
  • No power washing will be done next year.
  • Curt Varallo is doing garage repairs. The cost will be about $1500, some of which will be paid by residents if the damage was caused by them. CSK will pay the bill and send out letters to those who have to pay for their own repairs. The charge will go on their account and they can pay it when they submit their quarterly fee or separately if they wish.
  • Repairs to the pebble board have not started. Curt will take care of that on days when the weather is good and he has time. There isn’t much to be done.
  • Jay advised we are $4000 under budget on Maintenance for the year.

Architectural:

  • Janet Burgess advised that sometimes when there is a private sale in the village CSK doesn’t always find out about it. She said that when she receives a request for docs on a sale, she will notify Dom so violations can be resolved by the seller.
  • Curt has inspected the sagging of the pool deck. The supports on top of the footers are rotted.  He will inspect for safety. We will have to involve the township with any deck issues.

 Landscaping:

  •  Jack & Dom will do a drive-around after the final trimming by HLM. They will also look at grass areas damaged by the mowers during wet  cutting.  HML trimmed but they only did half and they need to do the Rhododendrons, which have grown above the windows. Jack emailed Mike and Cole but he hasn’t heard back from either.
  • Mike sent us something on the grassy areas he would like to fix and the cost is $1500, which we aren’t going to do. We will respond that we would like them to repair the areas where their tires are tearing up the grass, especially when they mow while the grass is wet.
  • HML contract increase is 1%.
  • Mike Pincus advised that there is a large tree branch hanging over the circle at the bottom of his cul-de-sac which needs to be trimmed because it hits the windshields of cars driving under it.

Pool Committee:

  •  The new cover is in. We are putting it into a garage until next year. The old cover has been taped up where needed and is on the pool.
  • 2 new pumps were installed by Dom and he will monitor chemicals in the water over the winter.
  • Fencing – We may look into replacement of the fence with a wrought iron one, similar to the one in Eaton Village.
  • Dom will contact the pool vendor to see if his fee is going up in 2021.
  • Our contract with CSK has been renewed for 3 years.

 Other Business:

  • The MA is trying to come up with something to cover the Mill with regard to power outages. They are not pursuing generators due to complexity of installing them in villages that don’t have gas. The requirements for generators cannot be met in Franklin. The generators have to be placed below a window on common ground and homeowners cannot exceed 18 inches from their units.

 The next council meeting is 11/9/20 on Zoom.  The village budget meeting will be on Zoom on 11/18/20 7PM.

Franklin Village Council Meeting 9/21/20

MASTER ASSOCIATION

  • The Community Center is moving to 50% occupancy.
  • Electricity – Following receipt of numerous complaints, PECO has been contacted regarding the outages in the Mill. They have not responded yet. Franklin’s power is returned faster than some other villages because we are on the same grid as Wellington. There was discussion regarding use of generators.  They require a permit and an architectural request form.  They cannot be placed on common ground and they must be permanent. They must be installed by an electrician.  E. Goshen Township has noise restrictions and an electrician must do the hookup up. We are trying to get the exact required specs for them.
  • The MA is increasing the quarterly fee by $5 per house per month.  They are doing a lot of work on curbs and roads.  Mill Road will be resurfaced and closed for several days. The MA has increased the fees every year.
  • Security – Our village is done with alarm programming.  Some villages are on a waiting list to get theirs done, some not until 2021.
  • The work in Jefferson where the water was running from the pond, into and over the swale. Some of the houses were having water intrusion. Jefferson paid for a portion of the work.
  • Technology Committee – Most of their work is regarding COVID and numerous emails have been circulated to the entire Mill.
  • Sports Group – Had a meeting with the MA to discuss moving the Bocce courts to the front grassy area across from their present location and adding another court.
  • Shuffle Board will also be moved and a rest room may be put at the site of the old Bocce courts.  The number of tennis people have decreased due to the popularity of pickle ball. They want to change to a HarTru like surface which has a built in watering system. The cost is estimated at $150K and may be a hard sell. 
  • Landscaping – There have been a lot of problems with the ponds and the sewer system this year due to algae from all the rain and hot weather.  The Mill pond will be dredged this year.
  • Sunoco – They are done in front of the shopping center and have moved all of their equipment out. They will be landscaping. Work will start on the Quaker-to-Paoli Pike area in January.
  • Community Center – The renovation has not yet been approved and the official drawings have not yet been presented.  It will have additional rooms for meetings, yoga, Pilates, cards and a snack bar. It will be paid for by Vision Quest and will not impact our quarterly fees or their reserves. This would add 3000sf and replacement parking spaces would be carved out of the hillside.
  • Cornwallis Drive –  An emergency entrance will be installed from Cornwallis Drive, a 60 home street, into Devon for access by fire trucks and emergency vehicles in the event that RT 352 has a closure. The entrance will be chained off unless needed.
  • Work will be starting on the Hershey’s Mill Dam and the Reservoir Dam.  Contractors are submitting bids.
  • Hope Defenders will be spraying the Mill for Lantern Flies this fall.  They recommend no more than 1 bird feeder per home (as per the By-Laws) since they attract the flies.

 FRANKLIN VILLAGE

  • We will be even by the end of 2020 if there is no snow before then.
  • A new awning design was approved by the Architectural Committee and Council.
  •  Pool – The 2 year old pump failed.  Dom will replace it.  It’s about $100.
  • Garage Trim – Most need to be repainted. We have to determine if the damage is from car bumpers, which would be the responsibility of the owner, or from snow plowing.
  • Landscaping – Part of a tree fell down at 524 and there is another dead tree by 569, which may or may not be on the golf course.
  • When decks are repainted, an Architectural Form MUST be submitted. Your zone leader (check your list of volunteers) will provide a “color stick” of the approved color.
  • There will be an Oktoberfest on 10/21 by the pool.
  • Our next meeting will be by Zoom on November 18th.
  • FluZone High Dose – Mayo Clinic advises people over 65 to get the newer flu shot, which protects seniors more than the older shot.  There are some side effects, like fever and aches.
  • Council discussed visiting CSK to meet their staff. Jack will contact Janet to set up something.

Franklin Village 3rd Quarter Update

Very little has transpired since the second quarter update, so this memo will replace our September Village meeting. Our next meeting is scheduled for Wednesday, November 18th when we roll out our 2021 budget. We will have this meeting via Zoom, so everyone can log in on-line or phone in, if their computer doesn’t have a built in camera. We will e mail out the instructions on logging in.

Master Association

You will see a lot of road work going on in the Mill, especially near Franklin. The curbs are being repaired or replaced at the North end of Mill and Mill will be completely repaved the end of Sept. Also addl. parking spots and curb work at the Community Center.

The MA will be following the COVID guidelines from the CDC and Gov. Wolf. Still no “non resident” visitors or guests permitted at sports, meetings, clubs, facilities, or events.

The elevator -completed and stops at all three levels of the Community Center.

The MA has contacted PECO to discuss the recent power outages  we’ve been experiencing. No feedback yet.

The MA finance committee is meeting to determine the 2021 budget that makes up a part of our quarterly assessment.

Major drainage work between the pond and Jefferson is almost complete. Jefferson will pay a portion of the improvement.

Security– the MA has compiled a list of the villages that have updated  their security panels. Approximately ½ of the villages have not upgraded yet. (Franklin was the first one completely done).

Other villages are still waiting in line for the upgrade or are putting it off and purchasing new panels in 2021.

Sports Group – the MA is considering moving the bocce courts and shuffleboard courts to the grassy area on the right-hand side (Woodworking side) of the drive. Bocce would have three courts. Also there is plans for an outdoor bathroom to be built; probably where the current bocce courts are now located.

Sunoco has completed drilling in front of the shopping center so we should see some new landscaping going in soon.

Community Center addition: Plans for the potential addition should be back from the bidding architects sometime in September. The 2 story addition would be on the South (library side) and would provide for a larger meeting room on the second floor. Also, there will be dedicated rooms for the pool club, ping pong and an exercise center. If voted ahead financing would be provided from the VisionQuest Fund and wouldn’t impact our MA dues or their reserves.

Franklin Village

Financials -are tracking in the right direction with many negatives due to timing that should come back in line by the end of the year. The finance committee will be meeting soon with Jay Harter to hash out our budget for 2021, which will be announced at a Zoom meeting November 18th .

Mill Road paving–  in order to keep our new roads from getting tire tar tracks during the Mill Rd repaving we will be closing the Mill Rd entrance to Franklin for a few days (start Oct 7th). Judy Jurgan will advise actual dates as soon as they start. Use the Chandler entrance. Folks “cutting through” from the Chandler entrance will have to turn around, hopefully educating them that our road is not through traffic road.

Real Estate– There are no homes for sale in Franklin. There are only 11 homes in all the Mill for sale. Anyone selling should raise their price above prior comps based on supply and demand.

Pool– Our pool did get some use this year in spite of the virus. The water was warm for most of the season and Ann’s exercise classes were there every Mon, Wed and Fri it didn’t rain.

Quarterly fee– the one-time assessment of $300 was only for the 3d quarter so the October bill is back at $1,650.

Power washing– All units, garages and walkways (if needed) were recently power-washed. We hope to budget this every other year.

Gutters -will be cleaned in the late Fall after most leaves have fallen.

Landscaping – consisted mostly of removing trees this year. We took down approx 10-12 large trees. Some older trees on Chandler, especially the white pines need taking down and replacement with some type of screening items. Many of our trees are pushing 40 years old and many White Pines have double trunks making them susceptible to falling down.

Architectural –  When decks need to be refinished they have to be Dark Brown, so all decks in the village match. (Architectural request required). Dom Aleardi has the approved color sample sticks. The committee has picked a new style fabric for awnings. Check with Architectural for the approved styles.

​The Architectural Committee has done a survey of the side jambs of our garage doors (aluminum trim) A number are damaged from car bumpers, others have damage from snow plowing during winter plowing. We need to have theses replaced as they are unsightly. Letter from the committee will be sent if your garage trim needs replacement.

The Docs Committee  recently filed a 10th amendment to update our documents with the Chester County Recorder of Deeds. Mike Pincus handled the process saving the village an attorney’s fee. The committee also updated and distributed the current village rules.

Ice Cream Truck street party was well received. More than 50 attendees enjoyed the nice weather and camaraderie. Thanks to Jeanette for getting it off the ground. Oct.21st is the next scheduled party. More info coming.
