Franklin Village – preparing for power outage – information for life-saving equipment

Preparing for a power outage if you have life-saving medical equipment.

No Hershey’s Mill amenity building, including the Community Center, has a backup generator. Providing backup power for medical devices, cell phone charging, heat/air conditioning during extreme temperatures, etc. is the responsibility of the homeowner/resident.

The reason the HM buildings don’t have a generator is:

  • Power outages typically occur during extreme weather events (flooding, high winds, snow/ice storms, etc.) when residents should not be attempting to drive.
  • A prolonged outage typically affects hundreds of HM homes at one time; and this could lead to an amenity building being filled beyond capacity and could certainly exhaust any available electrical outlets.
  • HM Security is typically very busy responding to emergency calls in the community. During extreme weather when the police are also stretched thin on manpower, they call Security and ask them to respond to certain 911 calls (inside HM) for them.

Some steps you can take, depending on your situation, to prepare for a power outage:

  • Some residents have installed backup generators or backup battery supply systems in their homes.
  • Other residents have chosen to stay with family, friends, or in hotels when there is advance warning of inclement weather.
  • Contact your medical supply company to see if they have any suggestions for using their equipment during outages.
  • Have a support network of friends/family/neighbors who would be available to assist you, if need be. If you don’t have anyone nearby, or feel that is not possible, contact the Chester County Department of Aging Services for advice or ideas.
  • In the worst-case scenarios, when preventative measures have not been taken, residents dependent on medical equipment that has run out of power call 911.

LOCATION:  We are excited to be able to use the new Pavilion at the Sports Center.  There are plenty of picnic tables and chairs to provide us with shade.  We will also have the availability of the bean toss, shuffleboard, bocce and horse shoes.

Common questions about:

Council

  • Meets the 3rd Wednesday of each month.
  • See the handbook for the list of council members, the coverage map, election information and meeting information. Council meeting minutes and other village documents can be found on the Jefferson Village Community Portal.

Driving and Parking

  • Jefferson Village speed limit is 15 mph!  STOP signs require a full stop. Please advise your guests.
  • Space in an assigned garage MUST be used for an automobile before outside parking is used.
  • No vehicle, whether belonging to residents or visitors, shall be parked to impede or prevent ready access to and from walks or ramps, other vehicles, mailboxes, or parking spaces.
  • Vehicles shall not be mechanically serviced (except for emergencies), washed or polished on Village land. Arrangements may be made with the Wood Shop for washing vehicles.
  • No inoperable or unlicensed vehicle shall be parked within Jefferson Village.
  • Visitors may use any open parking spaces.

Extended/Vacation/Second Home Absence

  • Notify Security when leaving your home for an extended period of time.

Garages

  • Space in an assigned garage MUST be used for an automobile before outside parking is used.
  • Garage doors must be closed when not in use.

Landscaping

DiStefano’s Landscape Serivces provide village landscaping services, including but not limited to grass cutting, weed control, ground level bush, plant and tree maintenance, spring/fall cleanup and mulching.
  • Residents are reminded that changes to landscaping require council approval. See Landscaping Policy.
  • Forms are available on the Jefferson Village Community Portal and in Village Handbook. 
  • See the map in the Village Handbook for landscape committee members and their assigned areas of the village.

Lunch Bunch

  • Monthly gathering of residents at a local restaurant, generally scheduled for the third Tuesday of the month. All residents will receive an email each month with the specific date and location. Contact Maryann Atterton for more information.

Pets

  • Dogs must always be leashed.
  • Owners must pick up waste and dispose it at one of the village waste disposal stations.

Security

Contact HM Security for entrance admittance or other security concerns at 610-436-6403. 
  • Inform guests, visitors, service and delivery companies that Hershey’s Mill is a gated community.

Yellow Dot Program

a voluntary Medical Emergency Preparation initiative, endorsed by HM Security

helps HM residents organize their important personal health information 

make that information available in a consistent way to EMS in the event of a medical emergency at home and away from home.

Franklin Village – Alarms

Message from Hershey’s Mill Security
Due to the number of different (1) alarm systems installed in Hershey’s Mill, (2) communication formats sent by those panels, and (3) types of equipment (hardwired/wireless detectors, cellular communicators…etc.) programmed into them, it can be difficult to understand all of the various alarm codes contained within alarm repair reports…and be able to decipher what type of response is needed for each.
In order to assist those involved in addressing alarm repair report issues, Security created a chart (attached), sorted in ascending order by SIGNAL ID, that includes all of the different alarm trouble codes (common and obscure) that could be contained in an alarm repair report, including the Signal ID, Zone, Description, Cause, and Remedy for each code.
This chart should help streamline the alarm repair process through (1) a better understanding of the issues and their causes, (2) clearer communication with residents, and (3) elimination of unnecessary troubleshooting measures.
